Selection Process
Selection has two stages: an objective preliminary examination on an OMR answer sheet, then a Hindi and English typing test for candidates who pass the preliminary examination. A merit list follows.
Preliminary Examination
The preliminary examination has 100 objective multiple-choice questions at matric level. It carries 400 marks (4 marks per question) and lasts two hours. One mark is deducted for each wrong answer. The medium is Hindi/English, and if the Hindi and English papers differ, the English questions are treated as correct.
| Part | Subject | Questions | Marks | Duration |
|---|---|---|---|---|
| (a) | General Studies | 50 | 4 per question | 2 hours (whole paper) |
| (b) | General Science and Mathematics | 20 | 4 per question | 2 hours (whole paper) |
| (c) | Mental Ability and Logical Reasoning | 30 | 4 per question | 2 hours (whole paper) |
| Total | 100 | 400 | 2 hours |
Candidates must obtain these qualifying marks in the preliminary examination, or they will be out of the competition:
| Category | Qualifying Marks |
|---|---|
| General | 40% |
| Backward Class (BC) | 36.5% |
| Extremely Backward Class (EBC) | 34% |
| SC/ST, women and persons with disabilities | 32% |
If many applications are received, the examination may be held in more than one phase. In that case, results will be prepared after normalisation. The FAQ on equating of scores linked in the notice (http://vidhansabha.bih.nic.in/pdf/recruitment/FAQ.pdf) explains the process.
Preliminary Examination Syllabus
- General Studies: current affairs (national and international events, scientific progress, awards, sports and players). Also India and its neighbouring countries: history of neighbouring countries; history, culture, geography, economic scene, agriculture and natural resources of India and Bihar; the Constitution and political system of India; Panchayati Raj; community development; Five-Year Plans; the freedom movement and Bihar's contribution to it. Questions may focus on Bihar, India and neighbouring countries.
- General Science and Mathematics: mainly matric level. Physics, Chemistry and Biology; number system, computation of whole numbers, decimals and fractions, relationship between numbers, fundamental arithmetical operations, percentage, ratio and proportion, average, interest, and profit and loss.

Typing Test
The preliminary results will be declared for the typing test. Candidates who obtain the qualifying marks are called for the typing test, in a number approximately 10 times the total vacancies. A speed of 30 words per minute each in Hindi and English typing is desirable. Each test lasts 10 minutes, with a 1.5% relaxation for typing mistakes. The test is held on a computer, and the Hindi typing test is taken in the Kruti Dev font.
Merit List
A merit list will be published from the candidates who pass the preliminary examination and are found fit in the typing test, to fill the category-wise vacancies. If one post is contested between two candidates, the desirable qualification prescribed for the post is used to decide. These qualifications are given in the schedule to the Bihar Vidhan Sabha Sachivalaya (Recruitment and Service Conditions) Rules, 2018.
Ties are broken in this order:
- The older candidate is placed higher.
- If the dates of birth are also the same, the candidate with the higher qualification is placed higher.
- If the tie still remains, candidates are ranked in the alphabetical order (Devanagari script) of their names as written in the Class 10 board certificate.
